I have a dresser like you have i took a 3/4 inch plywood cut the same as the top covered it with quilt batting and silver ironing board cover .i use this to iron on and hooping my fabric on. i love it great for ironing fabric.

And for the embroidery hoops ..., I suggest to try mirror hooks.
I'm sure that would work.
